Port Harcourt, Nigeria – Pipeline Infrastructure Nigeria Limited (PINL) has issued a stern warning to its surveillance contractors and security personnel following a series of alarming attempts to steal crude oil along vital energy corridors. The incidents, which targeted the Trans Niger Pipeline (TNP) and the Eastern Gas Network (EGN) in Rivers and Bayelsa States, have raised serious concerns about potential insider collusion.

The intensified scrutiny comes in the wake of a foiled operation where two tankers were intercepted at the Atali axis, Zone 4. This critical intervention was reportedly only made possible by PINL’s sophisticated backup intelligence system, preventing a significant loss of crude oil. Preliminary investigations are underway, with early findings suggesting a potentially coordinated conspiracy that may involve individuals with internal access.

During a recent stakeholders’ meeting held in Port Harcourt, attended by representatives from host communities and contractors, PINL leadership left no room for ambiguity. Dr. Akpos Mezeh, General Manager of Community and Stakeholder Relations, addressed the gathering directly, emphasizing the zero-tolerance policy towards any form of malfeasance.

“The recent incident at the Atali axis, Zone 4, where two tankers were intercepted attempting to load crude, serves as a stark reminder of the threats we face,” stated Dr. Mezeh. “It was only through the vigilance and effectiveness of our backup intelligence system that this operation was thwarted. Had our system not been in place, those trucks would have succeeded in their illicit endeavor.”

He further elaborated on the gravity of the situation, noting, “Our preliminary findings strongly indicate the possibility of a coordinated conspiracy. Once our investigations are fully concluded, every individual found to be culpable will be held accountable and brought to justice. There will be no exceptions.”

The warning extended to all personnel involved in the protection of these critical assets. “Let this serve as a clear and unequivocal warning to all contractors and operatives,” Dr. Mezeh asserted. “Any act of negligence, compromise, or collusion will not be tolerated. Any contractor found to be complicit will not only face the immediate termination of their contract but will also be subjected to full prosecution under the law.”

Local Engagement and Accountability

The crucial role of local communities and personnel in safeguarding these energy infrastructure assets was further highlighted by Engr. Akponime Omojevwhe, Head of Field Operations for the Eastern Corridor at the NNPCL Project Monitoring Office. He noted that a significant majority of PINL contractors, approximately 90 percent, and an overwhelming 100 percent of surveillance workers are recruited from the local areas.

This reliance on local talent underscores the importance of thorough vetting and oversight. Engr. Omojevwhe urged contractors to exercise utmost diligence when recruiting security personnel. “Before you engage any guards, it is imperative that you conduct comprehensive due diligence,” he advised. “This is essential to ensure that the actions of a few do not tarnish the reputation of the entire community or compromise our operations.”

To reinforce accountability, Engr. Omojevwhe also stated that contractors operating in the Atali and Egbeda Communities would face severe repercussions, including the issuance of non-performance certificates, should any negligence on their part lead to the sabotage of pipelines.

Environmental Restoration Praised

Amidst the heightened security concerns, the meeting also provided a platform for positive acknowledgments. Traditional leaders present expressed their commendation for PINL’s efforts in environmental restoration. Eze Ekpeye-Logbo, King Kevin Anugwo, whose sentiments were conveyed by Ada Ekpeye-Logbo, Dr. Patricia Ogbonnaya, lauded PINL for its successful initiatives in rehabilitating the local environment and ecosystem.

“We have observed a remarkable resurgence of fish species that had previously disappeared during the peak periods of oil bunkering and pollution,” Dr. Ogbonnaya remarked. “This positive development is a testament to PINL’s commitment. We earnestly call upon the Federal Government to enhance its support for PINL’s vital work.”
