National Identity Cards Phased Out by June 2027, Transition to Single Digital ID Underway

The government has announced a definitive timeline for the phasing out of current national identity cards, with a mandatory transition to the new Single Digital ID (SDID) system by June 2027. This critical deadline is enshrined in the legislation governing the national registration into the SDID system. Following this date, all existing national identity cards will officially cease to be valid.

Authorities are issuing a stern warning: individuals who fail to secure their Digital ID by the stipulated deadline may face significant hurdles in accessing essential services. This is due to the accelerating adoption of digital verification systems across various institutions. A comprehensive nationwide enrolment campaign is currently in full swing, with officials actively encouraging citizens to participate during what they describe as the most convenient period for registration. While the campaign aims to maximize early adoption, registration services will remain available on a permanent basis at sector offices, where trained staff will be equipped to assist individuals.


The Future of Identification: Understanding the Single Digital ID

Josephine Mukesha, Director General of the National Identification Agency (NIDA), elaborated on the profound implications of this transition. “By the 2027 deadline, banks, hospitals, telecom companies, and government institutions are expected to use the SDID authentication system. This shift means individuals without the Digital ID could struggle to access services,” she stated.

The new SDID system represents a fundamental transformation in both the format and the application of personal identification. It is meticulously constructed around three pivotal components:

  • The Single Digital Identification Number (SDIN): This serves as a singular, unique identifier for each citizen.
  • Transaction Tokens: Derived from the SDIN, these tokens are generated for specific transactions, enhancing security and privacy.
  • Physical SDID Card with QR Code: This card features a QR code that provides secure access to the digital identity, but only after successful authentication.

Enhanced User Control and Data Privacy

A key design principle of the SDID system is to empower individuals with greater control over their personal data. Under the new framework, users will be required to provide explicit consent before their information can be shared with any third party. Furthermore, the system will offer unprecedented transparency, allowing individuals to track precisely when and how their data has been accessed. This tracking capability will be accessible through a dedicated digital wallet.

Crucially, the same platform will empower users to revoke consent, a feature that will be readily available through personal accounts managed via the Irembo portal. This robust data management capability is a significant departure from previous identification systems.

Secure and Accessible Authentication

The authentication process for the SDID system will leverage biometric data, ensuring a high level of security for accessing services. This biometric authentication will facilitate secure access to a wide range of services, both in the digital realm and for offline interactions. The system is anticipated to significantly reduce the necessity for in-person identity verification in numerous scenarios, thereby enabling the remote delivery of services, including the initial registration process for new users.

Inclusive Identification from Birth

Mukesha highlighted the inclusive nature of the new system. “The Digital ID will be issued from birth, extending identification to all citizens, unlike the current system that mainly covers those aged 16 and above. For service providers, it simplifies Know Your Customer processes, making identity verification faster and more efficient,” she explained. This expansion ensures that all members of society, from infancy, will possess a recognized and verifiable digital identity.

The implications for businesses and service providers are equally significant. The streamlined Know Your Customer (KYC) processes facilitated by the SDID will expedite identity verification, leading to more efficient operations and improved customer experiences. The transition signifies a move towards a more secure, transparent, and user-centric identification landscape for the nation.
