NHS Doctor Faces Serious Terrorism and Hate Speech Charges

A medical professional working within the UK’s National Health Service (NHS) is facing a series of grave charges, including inviting support for the proscribed terrorist organisation Hamas. Dr. Rahmeh Aladwan, a 31-year-old doctor, has been formally accused of multiple offences stemming from alleged online activities and public statements.

The charges, brought under the stringent Terrorism Act, relate to comments and other material posted online concerning Hamas. These alleged incidents are reported to have occurred on four distinct dates: July 23, August 23, October 7, and December 31 of the previous year.

In addition to the terrorism-related allegations, Dr. Aladwan faces further charges concerning the stirring up of racial hatred. Specifically, she has been charged with one count of publishing or distributing written material intended to incite racial hatred, in relation to an incident that took place on November 19. Furthermore, she is accused of using words to stir up racial hatred in a public area, King Charles Street in the Westminster district of central London, on July 21. These two counts fall under the provisions of the Public Order Act.

Arrest and Legal Proceedings

The arrest of Dr. Aladwan was executed by officers from the Metropolitan Police at her residence in Pilning, South Gloucestershire. The apprehension occurred on Thursday, reportedly due to an alleged breach of bail conditions following earlier arrests.

Following her arrest, the trainee trauma and orthopaedic surgeon was transported to a police station in central London, where the formal charges were laid. Dr. Aladwan has been remanded in custody and is scheduled to appear before Westminster Magistrates’ Court on Friday.

The investigation leading to these charges has been conducted by the Met’s Public Order Crime Team, an unit specifically tasked with addressing offences of this nature.

Professional and Ethical Investigations

Dr. Aladwan, who holds British-Palestinian nationality, is also concurrently under investigation by the General Medical Council (GMC), the regulatory body for doctors in the United Kingdom. This professional inquiry has already resulted in significant action. In November, she was suspended from medical practice for a period of 15 months.

The GMC’s guidelines on social media use for clinical personnel acknowledge the importance of “freedom of belief, privacy and expression.” However, these guidelines also stipulate that such freedoms must be “balanced with the possible impact on other people’s rights and interests.” This suggests that the council will be examining whether Dr. Aladwan’s online activities, which led to the criminal charges, also breached professional ethical standards.

Context of Hamas Attacks

The charges against Dr. Aladwan come in the wake of the significant attacks perpetrated by Hamas on October 7, 2023. During these attacks, approximately 1,200 Israelis were killed, and 251 individuals were taken hostage. Subsequent reports, including a United Nations finding, have detailed horrific acts committed by Hamas attackers, including rape at the Nova music festival site, the use of “sexualised torture” against hostages, and the desecration of victims’ bodies. These events have had profound and lasting repercussions, leading to increased scrutiny of any activities that could be construed as support for the organisation.
