Fertilizer Sector Stakeholders Urge Clarity on Government’s Agricultural Initiative
Accra, Ghana – A prominent coalition of stakeholders in Ghana’s fertilizer sector has voiced significant concerns regarding the lack of transparency and detailed operational guidelines for the fertilizer component of the government’s ambitious “Feed Ghana Programme.” The Fertilizer Platform Ghana (FPG), a key industry body, has highlighted that while the program’s overarching goals of agricultural modernization, enhanced food security, and reduced import reliance are widely welcomed, the absence of clear directives on fertilizer supply is creating considerable operational hurdles.
The FPG emphasized in a recent statement that crucial players within the entire fertilizer value chain have not been sufficiently consulted or informed about the program’s implementation framework. This lack of engagement, they argue, undermines the potential success of a program that fundamentally relies on the availability and effective distribution of essential agricultural inputs.
The Critical Role of Fertilizer and Policy Uncertainty
Fertilizer is universally recognized as a cornerstone for achieving substantial increases in agricultural productivity and fostering sustainable growth in the sector. Consequently, the FPG asserts that clarity in government policy surrounding its provision is not merely desirable but absolutely essential. Ongoing conflicts, such as the situation involving Israel, the United States, and Iran, have a demonstrable impact on the global availability and pricing of key fertilizer components. These international factors already present a complex operating environment for suppliers, and the lack of clear domestic policy exacerbates their difficulties in aligning their operations with the objectives of the Feed Ghana Programme. This can limit their capacity to commit to the program’s goals when faced with such external uncertainties.

In light of these pressing issues, the FPG is urging the government, and specifically the Ministry of Food and Agriculture, to promptly issue detailed and comprehensive guidelines pertaining to the fertilizer support policy within the Feed Ghana Programme. They advocate for immediate and meaningful engagement with industry players to clearly delineate roles, responsibilities, and established timelines for the program’s implementation.
The Platform stresses the imperative of transparency in all procurement processes, ensuring that public funds are managed effectively and that fair competition is maintained. Equally important is the principle of inclusiveness, where all relevant stakeholders are given a voice and opportunity to contribute to the program’s design and execution.
A key recommendation put forth by the FPG is the introduction of a fertilizer declaration regime. Such a system would enable accurate tracking of the total quantities of fertilizers available within the country, providing a clearer picture of national stock levels and facilitating more effective planning and resource allocation.
