Britain’s cyber security chief, Richard Horne, head of the National Cyber Security Centre (NCSC), has issued a strong warning about the increasing threat posed by hostile states, particularly China. In an annual review, he emphasized that China represents a “highly sophisticated and capable threat” to the UK. According to the report, some technology firms in China have been conducting a “malicious global cyber campaign targeting critical networks” on behalf of their host nation.
The NCSC reported a 50 per cent increase in “significant” cyber attacks in the UK over the past year, affecting the government, economy, essential services, and the general population. Mr. Horne highlighted that adversaries are combining cyber means with physical methods to achieve their goals. Just last month, agencies from 13 nations came together to warn about the activities of three Chinese technology companies involved in such campaigns.
The NCSC’s annual review noted that the number of nationally significant incidents has reached a record high. The report stated, “As threats intensified, our incident management team faced a record number of nationally significant incidents.” This indicates a growing concern regarding the scale and complexity of cyber threats facing the UK.
State actors continue to pose a significant threat to both UK and global cyber security, aided by an evolving cyber intrusion sector. The report specifically pointed out that China remains a highly sophisticated and capable threat actor. Russia is described as a “capable and irresponsible threat actor in cyberspace,” with pro-Moscow hacktivist groups seeking to target the UK, Europe, the US, and other NATO countries in retaliation for Western support for Ukraine and Israel.
Iran’s activities have largely focused in the Middle East, but the NCSC assesses it is “highly likely” that UK entities could be potential targets for hackers. North Korea’s hacking activities are “prolific and capable,” primarily aimed at raising revenue, collecting intelligence, and offsetting the impact of international sanctions. Undercover IT workers from North Korea are “almost certainly” targeting UK firms by posing as third-country freelance staff.
The NCSC’s report comes at a time when the risk posed by China to the UK is under intense political scrutiny. This includes the collapse of an alleged spying case and a ruling on Beijing’s application to build a massive new embassy in the heart of London.
The report also warned that hackers, including those with links to Beijing, are using artificial intelligence (AI) to enhance the potency of their attacks. This development underscores the need for organizations to remain vigilant and proactive in their cyber defense strategies.
UK business leaders have been urged to take immediate action to protect themselves from cyber attacks, as the number of major incidents has hit a record level. Recent attacks on well-known companies like Marks and Spencer, Co-op, and Jaguar Land Rover have demonstrated the real-world impact of cyber threats.
Mr. Horne emphasized that “cyber security is now a matter of business survival and national resilience.” He noted that over half the incidents handled by the NCSC were deemed to be nationally significant, with a 50% rise in highly significant attacks. He called for urgency from every business leader, stating that hesitation is a vulnerability and that the future of their businesses depends on the actions they take today.
