Nigeria’s Corruption Fight: A Costly Defeat

Nigeria Grappling with Deep-Rooted Corruption, Labour Unions Warn

Nigeria is facing a critical juncture in its fight against corruption and illicit financial flows (IFFs), with the Nigeria Labour Congress (NLC) sounding a stark alarm. The union asserts that deeply entrenched systems of looting are systematically undermining governance, weakening vital institutions, and ultimately denying Nigerian citizens the promised benefits of democracy.

This urgent warning was issued during a significant two-day workshop in Abuja, titled “Strengthening Trade Union & Civil Society Coalitions to Combat Kleptomania and Illicit Financial Flows.” Organised by the NLC with crucial support from the Solidarity Centre, the event brought together key stakeholders to strategise on combating these pervasive issues.

Corruption as a Systemic War

The NLC General Secretary, Emmanuel Ugboaja, delivered a sobering address, characterising corruption in Nigeria not as isolated incidents but as a deeply rooted, systemic problem. He declared the situation to be “a war for the soul and the wealth of Nigeria,” a conflict that the nation appears to be losing.

“We are not here to merely discuss problems and produce another communique for the shelves,” Ugboaja stated. “We are here because we are at war, which we seem to be losing. It is a war for the soul and the wealth of Nigeria, and we have assembled the necessary forces to change the terms of engagement. Our people must win and Nigeria must win.”

Represented at the event, the NLC Assistant Secretary-General, Comrade Onyeka Chris Ugboaja, highlighted findings from a labour-backed study. These findings underscore that corruption has transcended individual acts and is now an ingrained system.

“We are confronting a system, a system of kleptocracy, where the state itself has been captured and weaponised by a parasitic elite,” he explained. “They govern for their own gain, treating the treasury as their private account and the nation’s resources as their inheritance.”

The Devastating Impact of Financial Leakages

The devastating consequences of illicit financial flows and corruption are palpable across various sectors, according to the NLC. These outflows directly deprive Nigeria of essential resources required for national development.

“Every dollar stolen is a wage unpaid, a hospital unbuilt, a school left to crumble,” Ugboaja articulated. “Every billion laundered through the real estate of London, Dubai, or Lagos is a billion naira that could have created jobs for our youths. Illicit financial flows are nothing but illicit job flows.”

Key drivers identified as exacerbating these financial leakages include procurement fraud, capital flight, and the presence of weak regulatory systems. The union pointed out that contract inflation is a rampant issue, with inflated costs often reaching as high as 200 to 300 per cent.

“They have told us that procurement corruption is the largest source of financial leakage, with contracts inflated by 200 to 300 per cent,” Ugboaja noted. “A weak rule of law, a compromised judiciary, and immunity clauses have created a zone of impunity where thieves operate with the confidence of the state behind them.”

Selective Enforcement and Institutional Capture

A significant concern raised was the perceived selective enforcement of anti-corruption laws. The NLC observed a pattern where politically exposed individuals often evade justice, while lower-level offenders face prosecution.

“We see the ‘No Further Action’ phenomenon. We see the weaponisation of anti-corruption agencies against political opponents. We see a system that punishes the poor and protects the powerful. This is the reality,” Ugboaja asserted.

He further argued that the current anti-corruption framework has proven inadequate, primarily because state institutions, in their present form, lack the necessary independence to effectively combat corruption.

“The state apparatus, as it is currently constituted, will not fix itself. It is captured. Its ‘independence’ is a fiction, and its ‘reforms’ are often just new masks for the same old system of looting.”

Building a United Front for Change

The NLC posited that the solution lies in forging a robust coalition comprising organised labour and civil society. This united front is envisioned as the driving force for accountability and meaningful reforms.

“The alternative is what we are building here — a powerful, united, and uncompromising coalition,” Ugboaja declared. “We will build a coalition that is not just a talking shop but a fighting front.”

The coalition plans to establish a structured framework with clearly defined roles, responsibilities, and decision-making processes to ensure agility, strategic focus, and effectiveness. A national action plan will be developed to identify priority advocacy areas and chart a clear path forward.

Key Demands for a Corruption-Free Nigeria

The coalition has outlined a series of non-negotiable demands aimed at dismantling corrupt systems and promoting good governance. These include:

  • An end to impunity: Corrupt officials must be held accountable without exception.
  • Beneficial Ownership Transparency: Mandatory and enforceable transparency regarding the true owners of companies and assets is crucial.
  • Strengthened Whistleblower Protection: Robust legal safeguards are needed to protect individuals who report corruption.
  • Judicial Reforms: The judiciary must operate independently and serve the interests of the public, not those with the deepest pockets.
  • Repatriation of Stolen Assets: Concerted efforts must be made to recover assets looted from the nation.

The Broader Threat of Illicit Financial Flows

The Deputy Regional Director for Africa at the Solidarity Centre, Margie Peters, underscored the far-reaching implications of illicit financial flows, extending beyond mere economic concerns.

“Illicit financial flows rob citizens of access to essential services and erode trust in public institutions,” Peters warned. “They pose a direct threat not only to economic stability but also to democracy and social development.”

She emphasised the critical role of empowering workers and civil society groups in reversing this detrimental trend. “Empowering workers and civil society is critical to reversing this trend.”

James Eustace, the NLC Focal Person on Tax Justice, confirmed that civil society organisations are intensifying their advocacy for fiscal transparency and accountability. “We are pushing for reforms aimed at curbing illicit financial flows and promoting equitable economic policies. Transparency and accountability in tax systems and financial regulations are critical to this effort.”

Eustace identified several persistent challenges fuelling kleptocracy and illicit financial flows:

  • Weak enforcement mechanisms
  • Political interference in justice processes
  • Limited protection for whistleblowers
  • Erosion of public trust in institutions
  • Fragmented advocacy efforts
  • Political capture of state institutions
  • Safety risks for anti-corruption advocates
  • Dependence on external funding for initiatives

Participants at the workshop concurred that government-led anti-corruption initiatives alone are insufficient. They reiterated the urgent need for comprehensive reforms, including enhanced whistleblower protections, strict enforcement of beneficial ownership transparency, guaranteed judicial independence, and transparent utilisation of recovered stolen assets.
