Morocco is placing education reform at the forefront of its national agenda, recognizing it as a fundamental driver of social progress. This strategic emphasis is being translated into concrete actions aimed at fundamentally improving the quality and accessibility of schooling across the nation.
During a recent weekly press briefing following a cabinet meeting, government spokesperson Mustapha Baitas detailed a comprehensive suite of reforms designed to revitalize the education sector. These initiatives encompass a multi-pronged approach, including significant curriculum revisions, efforts to ensure the stability and professional development of human resources within the sector, and the mobilization of substantial financial investments.
A key pillar of the reform strategy involves bolstering the education workforce. Between 2021 and 2025, the government has focused on job creation, successfully establishing 90,000 new positions within the education sector. Concurrently, professional advancement has been prioritized, with 108,561 education employees receiving promotions between 2021 and 2024.
Beyond job creation and promotions, the reforms have also focused on integrating education workers more firmly into the public service system. This integration is accompanied by the introduction of a standardized salary structure, aiming to provide greater clarity and fairness in compensation.
One of the notable measures introduced is the establishment of a new top-grade rank for specific categories of education professionals. This is particularly significant for primary school teachers, whose career progression had previously faced limitations. This initiative aims to acknowledge their crucial role and provide a clearer path for advancement throughout their careers.
The financial underpinning of these reforms is substantial. Baitas announced that approximately 330,000 public employees have benefited from a net salary increase of 1,500 dirhams. This initiative represents a total investment of 9 billion dirhams, demonstrating a significant financial commitment. In addition to this, hundreds of thousands of workers are receiving additional allowances, further enhancing their financial well-being.
Underscoring the government’s dedication to the education sector as a national priority, the education budget has seen a considerable increase, now standing at nearly 100 billion dirhams. This substantial allocation signals a long-term commitment to improving educational infrastructure, resources, and personnel.
The importance of educators as the bedrock of the education system was further highlighted by Baitas. He spoke about a recent teachers’ forum, organized by the Mohammed VI Foundation for Social Works of Education and Training. This event serves as a crucial platform for fostering dialogue among all stakeholders involved in the education landscape. Through seminars and workshops, the forum aims to strengthen the sector by encouraging collaboration, sharing best practices, and addressing emerging challenges.
In a separate but related development, Baitas addressed the ongoing government support for the transport sector. Amidst rising global energy prices, the government is committed to providing subsidies to help maintain stable fares. This measure is crucial for protecting household purchasing power and ensuring the affordability of essential transportation services.
The digitized subsidy system for transport is showing progress. As of March 25, 2026, authorities had received 67,951 applications, covering a total of 95,660 vehicles. These applications are currently undergoing review, indicating a structured and systematic approach to implementing the subsidy program. This initiative is expected to provide much-needed relief to both transport operators and the general public, contributing to economic stability.
