Diplomatic Tensions Spill onto US Soil: DRC-Rwanda Hotel Scuffle Sparks Accusations

Hostilities between Rwanda and the Democratic Republic of Congo (DRC) have unexpectedly manifested on American soil, escalating tensions that have long simmered between the two neighbouring nations. The incident occurred in a Washington D.C. hotel, where security personnel accompanying DRC First Lady Denise Nyakeru allegedly clashed with Rwandan security details, leading to accusations of an attempted intrusion and a broader diplomatic fallout.

The DRC government, through its spokesperson Patrick Muyaya, stated that there was an “attempt to break into the room of the First Lady by what we suspect to be Rwandans.” While emphasizing that investigations are ongoing in collaboration with American authorities and cautioning against premature speculation, Muyaya confirmed that the First Lady “is very well.” Mrs. Nyakeru was in the United States attending events at the invitation of then-First Lady Melania Trump.

The Rwandan embassy in Washington D.C. offered a different account of the events. According to their statement, an “unarmed member of the security detail of a Rwandan VIP staying in a Washington DC hotel inadvertently encountered security agents of a DRC delegation in a hotel hallway accessible to all guests.” The embassy further elaborated that the Rwandan security detail member was “briefly restrained from accessing the elevator by the DRC security agents, which was inappropriate and wrong behaviour in a common area.” The Rwandan embassy maintained that the matter was “eventually resolved without further escalation.”

However, the Rwandan narrative suggests a subsequent attempt at harassment. Following the initial encounter, Rwanda claims its delegation decided to change hotels. During their checkout and departure, they alleged they were “harassed and filmed by unknown persons.”

This episode in Washington D.C. underscores the deeply fractured diplomatic relations between Kigali and Kinshasa, largely driven by the ongoing conflict in eastern DRC. The M23 rebel group, which Rwanda is accused of supporting, continues to control significant territories in the region.

Despite various mediation efforts, including those involving the United States, a lasting ceasefire and the withdrawal of M23 forces from captured territories have remained elusive. The conflict has resulted in widespread human rights abuses and a severe displacement crisis in eastern Congo, drawing international condemnation.

The United States has taken concrete steps to address the situation, recently imposing sanctions through its Office of Foreign Assets Control. These sanctions target the Rwanda Defence Force (RDF) and four of its senior officers. The US justification for these measures is that the RDF is actively involved in supporting, training, and fighting alongside the M23 rebels. Both the M23 group and the RDF have faced sanctions from the US and the United Nations due to their alleged involvement in human rights violations and contributing to the humanitarian crisis in eastern Congo.

This hotel incident, however minor in its physical manifestation, serves as a stark reminder of the deep-seated animosity and mistrust that continues to plague the relationship between Rwanda and the DRC. The fact that these tensions could erupt even in a neutral third country like the United States highlights the volatile nature of the ongoing conflict and the challenges faced by international diplomatic efforts.
