The Economic and Financial Crimes Commission (EFCC) has revealed a significant intervention in 2024 that prevented a contractor, engaged by the Ministry of Power, from deploying fake and substandard transmission lines. This proactive measure averted a potential disaster that could have jeopardized national infrastructure and endangered public safety.
The disclosure came during a courtesy visit by Engineer Olusegun Adesayo, the Managing Director/CEO of the Nigerian Electricity Management Services Agency (MEMSA), to the EFCC headquarters in Abuja. EFCC Chairman, Mr. Ola Olukoyede, detailed the Commission’s investigation into the contractor, which confirmed the imported transmission lines were not only substandard but also unsafe for use.
“In 2024, we had cause to write to the Ministry of Power to blacklist a contractor when we investigated and confirmed that he imported fake and substandard power transmission lines for the execution of a contract given to him,” stated Mr. Olukoyede. “This intervention saved the nation potential disaster and possible loss of lives and valuables.”
Mr. Olukoyede underscored the EFCC’s dedication to ensuring adherence to regulations within the electricity sector. He emphasized that the Commission’s purview extends beyond traditional financial crimes to encompass economic sabotage, a critical aspect for national development.
“We believe that we can work together to improve electricity supply in Nigeria and to ensure that all key stakeholders in the industry play according to the rules and laws guiding the industry,” he added, highlighting the shared goal of enhancing the nation’s power infrastructure.
The EFCC Chairman specifically urged MEMSA to focus on procurement oversight and contract fraud. He assured the agency of the EFCC’s capacity and expertise to provide support in these crucial areas, recognizing the vital role MEMSA plays in maintaining safety and quality standards.
Engineer Olusegun Adesayo articulated MEMSA’s objective in visiting the EFCC: to establish a robust collaboration aimed at safeguarding safety standards within Nigeria’s power industry. The partnership seeks to foster transparency and ensure rigorous enforcement of technical regulations.
“We recognize that effective regulation and anti-corruption enforcement is very important,” Engineer Adesayo remarked. “Therefore, we want a coordinated effort to safeguard all our public infrastructure and natural resources.” This statement underscores MEMSA’s commitment to a multi-faceted approach to protecting national assets.
The agency identified several key areas for collaboration with the EFCC, signaling a comprehensive strategy to tackle malfeasance and inefficiency in the power sector:
Engineer Adesayo also conveyed MEMSA’s internal commitment to reform. He pledged that the agency is actively implementing ongoing reforms to strengthen its internal control mechanisms and to fully align with the federal government’s broader anti-corruption agenda. This internal strengthening is seen as crucial for the success of external collaborations.
The EFCC’s intervention serves as a stark reminder of the intricate challenges facing the development of critical national infrastructure. By working in concert with regulatory bodies like MEMSA, the EFCC is demonstrating its expanded role in safeguarding the nation’s economic well-being and the safety of its citizens from threats that may not always be immediately apparent. The successful prevention of the use of substandard transmission lines highlights the critical importance of vigilant oversight and swift enforcement in preventing potentially catastrophic failures.
