President William Ruto Honors PS Frederick Oluga’s Dedication and Impact
During a special event held in Rarieda sub-county, President William Ruto praised Health Principal Secretary Frederick Ouma Oluga for his unwavering commitment and transformative work in the Health Ministry. The occasion marked a thanksgiving ceremony celebrating Oluga’s contributions to public service and his appointment as a key leader in the government.

The gathering brought together local leaders, residents, and supporters who came together to honor Oluga’s journey and dedication. Ruto emphasized that Oluga is one of the most focused and committed public servants in the country, stating, “He is one of our best, and I have no doubt in my mind that we will walk into the future in matters of health because we have a professional running our medical services.”
Oluga’s career has been defined by his passion for healthcare. Before entering government, he served as the Kenya Medical Practitioners and Dentists Union (KMPDU) secretary general and was a prominent advocate for improving health systems across the country. His appointment to the position of PS was recommended by the late former Prime Minister Raila Odinga, who had a deep understanding of his capabilities.
“Raila gave me 14 PSs. He told me to decide where to place them but was specific on the department Oluga deserved to serve in because he knew him very well. Raila was very right because we have a great PS in Oluga,” Ruto said, acknowledging the wisdom behind the recommendation.
In addition to recognizing Oluga’s personal achievements, the president also commended his family and community for raising such a dedicated public servant. He expressed gratitude for their role in shaping Oluga’s values and drive for service.
Government Commitments to Siaya County
As part of the celebration, Ruto outlined several ongoing projects aimed at improving the lives of residents in Siaya county. These initiatives include the construction of 8,000 affordable housing units, 25 new markets, and hostels for 11,000 youth. Additionally, there are plans to expand technical and vocational education and training (TVET) institutions and the Kenya Medical Training College (KMTC).
The government has already allocated KSh 28 billion for housing, hostels, and market development. Another KSh 5 billion has been set aside for road construction, with an additional KSh 10 billion promised for the next financial year.
“I made a commitment to develop Nyanza as we developed the rest of Kenya. We are going to get rid of the politics of exclusion that leave others behind,” Ruto emphasized, highlighting his focus on inclusive growth and equitable development.

The president also addressed specific requests from local leaders. For instance, he instructed the relevant officials to prioritize the Uyoma administrative unit in the second phase of development after completing the gazetted ones. He also urged Members of Parliament to allocate funds for road construction and assured them that he would sign off on the necessary approvals.
Honoring Oluga’s Legacy
In a heartfelt gesture, Ruto pledged to support the community that raised Oluga and to invest in the future of other young people from the region. He announced a KSh 500 million contribution to a water program that aims to provide clean water to residents, including those in Asembo. This initiative will help reduce the burden of fetching water from Lake Victoria.
Additionally, Ruto vowed to donate KSh 20 million to rebuild the secondary school where Oluga received his education. This investment is intended to create better opportunities for other students who may follow in his footsteps and contribute to the nation’s development.
Through these commitments, Ruto not only honored Oluga’s legacy but also reaffirmed his vision for a more prosperous and inclusive Kenya.
