The future of a beloved, centuries-old pub, rumoured to be the real-life inspiration for a prominent establishment in the iconic BBC Radio 4 serial The Archers, is hanging precariously in the balance. Landlord Joe Reed of The Old Bull Inn in Inkberrow, Worcestershire, has warned that escalating business costs, particularly those stemming from recent fiscal policies, may force him to permanently close its doors. This threat looms despite the pub’s rich history, dating back to the 16th century, and its esteemed clientele, which allegedly once included William Shakespeare himself.
Inkberrow, a village celebrated for its picturesque charm and crowned England’s prettiest village in 2023, is widely recognised as the real-life counterpart to Ambridge, the fictional setting of The Archers. The Old Bull Inn, a striking half-timbered building situated on the village green, is said to mirror The Bull, a central social hub within the long-running radio drama. Publicity materials for The Archers even describe its fictional namesake as a “half-timbered building near the village green,” reinforcing the strong connection.
Much like its fictional counterpart, The Old Bull Inn serves as the heart of Inkberrow, acting as a vital social nexus for the community. The pub’s flagstone floors and historical ambiance attract fans of The Archers, who visit to soak in the atmosphere and admire memorabilia, including signed scripts and photographs of the cast, adorning the walls. These visitors, often keen to emulate their favourite characters, come to enjoy pints and experience a slice of Ambridge life.
Mr. Reed, who has managed the Stonegate Group-owned pub since 2019, expressed his dismay at the mounting financial burdens. “Trade remains fairly steady,” he stated, “It’s all the extra costs that are causing the issue. We put the hours in – I work around 60 hours a week – and it would be nice to be rewarded for that.”
The primary driver of Mr. Reed’s concern is the recent overhaul of business rates announced by the Chancellor. In a November Budget, it was revealed that the 40 per cent business rates relief, introduced during the Covid-19 pandemic, would cease to apply from April. This policy shift, coupled with a revaluation of the tax, was projected to result in substantial increases in business rates for pubs across the nation.
Hospitality industry leaders had previously warned that this change, combined with an increase in the National Living Wage and a rise in employers’ National Insurance contributions, could push hundreds of public houses to the brink of collapse. The proposed fiscal adjustments sparked a significant backlash, with over 1,000 landlords reportedly barring Labour Members of Parliament from their establishments. This widespread protest eventually led to a government concession and the announcement of a Treasury support package.
The newly introduced support package offers a glimmer of hope for pubs in England, granting them a 15 per cent reduction in business rates for the upcoming year. Following this, bills are slated to be frozen in real terms for an additional two years. However, critics argue that this measure provides only a temporary solution. Shadow Chancellor Mel Stride commented that the package would “only delay the pain for a while.”
Mr. Reed, aged 70, echoed this sentiment, accusing the Chancellor of merely “kicking the can down the road.” He foresees further difficulties, explaining the phased transition from old to new rates over three years. “But in three years’ time we will be in trouble again, potentially doubling our rates,” he cautioned.
While The Old Bull Inn benefits from a unique tourism draw due to its connection to The Archers, Mr. Reed admitted that the pub is not experiencing a boom. “We are still solvent, but we are fortunate in that we get tourists coming here because of the link to The Archers…but still we’re not making a killing,” he stated. “We are paying the bills but that’s about it. The days of making big profits are long gone.”
Adding to the financial strain is the increase in employers’ National Insurance contributions, which rose from 13.8 per cent to 15 per cent in the Chancellor’s first budget in 2024. Mr. Reed highlighted the significant impact this has had on his wage bill.
“We have eight members of staff – one full-time and the others part-time,” he explained. “We have had to put a halt to all recruiting, so we’re having to run around doing stuff ourselves a lot more than before.” He also anticipates a potential increase in his rent when it is next reassessed in two years. “Combined with the rate increases it makes me seriously consider whether it’s worth carrying on,” Mr. Reed concluded.
An analysis of Valuation Office Agency figures indicates that over 500 pubs have closed their doors since July 2024, underscoring the challenging operating environment for the sector.
Adding a layer of narrative irony, recent episodes of The Archers have mirrored the real-world pressures faced by the community. Listeners heard discussions about lingering discontent within the fictional village over a controversial decision to secretly compensate certain players on the village cricket team last season. Despite achieving promotion, the team subsequently suffered relegation.
In a plotline that saw club captain Freddie Pargetter called to a meeting at The Old Bull to address the team’s future, he ultimately missed the gathering due to a client visit. This no-show led to a comment from Chris Carter suggesting it could signal “the end of the cricket team” as “the others won’t give him another chance now.”
The historical significance of The Old Bull Inn is further cemented by the anecdote that William Shakespeare may have paused there en route from Stratford-upon-Avon to Worcester to obtain his marriage licence to Anne Hathaway. The pub also holds a place in the history of The Archers itself, with its creator, Godfrey Baseley, known to have frequented the establishment. Inkberrow and surrounding areas have frequently featured in promotional materials for the series, which is produced in Birmingham.
